Changes to Simplify the STAR program
The 2025-2026 Enacted State Budget included several provisions to simplify the STAR program.
Homeowners will no longer be required to submit a STAR application to the assessor if they had an ownership change or if they aged into the Enhanced STAR exemption. The state (ORPTS) will notify assessors of Basic STAR recipients who become eligible for Enhanced STAR (rather than requiring seniors to apply to their assessors). If you do not file income tax you may be contacted by NYS Tax and Finance and may have to submit a form to them.
Property owners who have a change of ownership will report it to the NYS Tax Department using the Homeowner Benefit Portal. If you don’t have internet access, you can call their representatives, www.tax.ny.gov/star or 518-457-2036.
Beginning in 2026, the Enhanced STAR income limit will apply only to the combined incomes of the owners and their spouses who primarily reside on the property. (For the 2025 benefit year and prior years, the Enhanced STAR income limit applied to ALL owners, and any owner's spouse who resided at the property).
The Enhanced STAR income limit for the 2026 exemption will be $110,750, FAGI less taxable IRA distributions based on your 2024 income.
Seniors Citizens exemption, different than STAR, will still be administered by the Assessor’s Office with exemption forms RP467 or RP467-Rnw, and RP467-Wkst. You must complete an application, provide ID (to verify age) and provide your 2024 income for a 2026 exemption. If you are currently receiving a Senior Citizens exemption, renewal forms will be mailed out late October.
Income cannot exceed $44,399.99. You must be 65 by December 31, 2026.
Veterans who own and reside in New Baltimore should contact our office for information regarding the Veteran’s Exemption. (March 1st is the DEADLINE for ALL EXEMPTIONS).
